Policy Win 2024/2025: Policy makers Remove VAT on Locally-Made Flour
June 9, 2026Policy Win: CEPI Successfully Advocates for 3-10% Minimum Cassava Flour use in Bakery Products
Introduction
Cameroon’s government now mandates commercial bakeries to blend 4% to 5% cassava flour into wheat bread to reduce reliance on imported wheat and promote domestic agriculture and local farmers. Local initiatives, like the Integrated Import Substitution Plan (PIISAH), encourage widespread local production and usage of cassava flour but implementationis slow.
Our Advocacy
CEPI advocated for a cassava flour blend into bakery products for Defi Actuel in 2024. We are currently advocating for this number to reach 30% by 2045.
Impact in Numbers
20 bakeries are already implementing the measure and local demand for cassava in urban centers has risen according to preliminary field research.
