
Policy Win: CEPI Successfully Advocates for 3-10% Minimum Cassava Flour use in Bakery Products
June 9, 2026The Cameroon Economic Policy Institute (CEPI), on Monday, May 11, 2026, partnered with NUANCES to support a practical skills training session on fascinator making aimed at promoting women’s economic empowerment. The training brought together 15-20 women from different backgrounds to acquire hands-on skills in the design and production of fascinators, decorative headpieces commonly worn at weddings, cultural ceremonies, and formal events.

Participants were trained in key aspects of fascinator production, including design techniques, material selection, structuring, and finishing. The session also introduced participants to basic entrepreneurial approaches for turning creative skills into income-generating activities. CEPI noted that the initiative aligns with its focus on inclusive development and human capital strengthening, particularly in supporting women and youth with practical skills that enhance employability and entrepreneurship potential.
After successfully advocating for suspending value-added taxes on locally made flour in 2024/2025 and working with policymakers to simplify import and export procedures, CEPI is investing in human capital to ensure marginalized groups, including women, develop the skills to participate in national and international trade.
The partnership with NUANCES reflects a shared commitment to expanding access to skills development opportunities at the community level and promoting pathways to economic self-reliance. Beyond advocating for policies that boost free markets and entrepreneurship, CEPI enters a new era on locally-led community projects to economically empower 1000 women in a verifiable manner.
