Who are we?

CEPI is an independent and non-doctrinal think tank of the Henri Kouam Foundation.

VISION: Our vision is for a free and prosperous society driven by Free Market Ideas to Improve the Livelihoods of Cameroonians

MISSION:  To Improve Economic Development through fact-based research, policy advocacy, and debates to Boost Entrepreneurship and Promote Free Market ideas in Cameroon.

We are committed to impartiality, openness, and excellence.  Through publications, programs, events, social media, podcasts, and a lively blog, CEPI is carving out a unique discussion space for everyone interested in open trade, free markets, property rights, and limited but targeted government regulation. Through a dual focus on analysis and impact, and dynamic relationships with policymakers at every level of government, we are establishing ourselves as a vibrant laboratory for economic policies.

CEPI’s research is built around Key Areas – Monetary & Fiscal Policy,  Business and Technology Policy, Agriculture & Trade Policy and Education Policy.

Transparency & Governance

RESEARCH INTEGRITY
Our research is independent, factual, and based on evidence, avoiding political, national, or commercial conflicts of interest that could harm CEPI’s research integrity. CEPI's researchers and senior staff are contractually bound to abide by this.
INDEPENDENT EVALUATION
CEPI’s work will be evaluated every three years by an independent committee appointed by members, balancing background and experience, to review all CEPI’s output and programs and well we have fulfilled our mission. The committee can determine the most effective way of evaluating CEPI’s work. It is assisted in the task by the Scientific Council, which gives the committee an assessment of the scientific quality of CEPI’s output.
DECLARATION OF OUTSIDE INTERESTS
CEPI’s scholars and managers also make an annual declaration of outside interests. These declarations are made public and available on each individual's profile page. These interests are not just financial: CEPI’s stakeholders and the public must be aware of other potential influences on a scholar’s work. These public declarations are extensive in their coverage areas and represent a high standard of public transparency for think tanks.
TRANSPARENT FUNDING
CEPI's commitment to transparency means we publish detailed financial statements annually in our Annual Report. Our accounts are independently audited. We detail where every cent of the budget comes from and report outgoings along nine spending lines. The financial statements clearly state what every contributor paid in any year, a rare level of transparency in our sector. CEPI is also registered as an NGO in Cameroon
PRIVACY POLICY
CEPI’s leading role in policy rests on the balanced partnership between private and public stakeholders. All data are stored and available at request. Consumer data is not bought, sold or used improperly in our dealings; Consumers are aware of how we use their data in line with Act No. 2010/012 of 21 December 2010 on Cybersecurity and Cybercrime in Cameroon. Also relevant is Decree No. 2013/0399/PM of 27 February 2013 laying down the rules for the protection of consumers of electronic communications services. We equally abide by GDPR norms, protecting the individuals’ personal data and their rights via good practices, consent and legitimate interest.
